Nellens Rombulac, Greyfalls Satrap

The Satrap of Greyfalls is a Water-Aspected Dragonblood who has peacefully administered the Greyfalls Satrapy for fifty years without depending on military force beyond a modest population of Dynasts. The increasing expense of the army frustrates him to no end!

He supervises almost a thousand bureaucrats and an expensive network of spies and informants.  He appoints judges in the country, oversees the city court, adjusts taxes, and does his best to placate merchants and emissaries.

His prestige is waning; he clearly no longer commands the same respect he once required to do his job.
