It's complex.

There is basically nowhere in Creation where anathema are likely to be "burned medieval style like a witch," mostly because Creation isn't much like medieval Europe. Remember, also, that in medieval Europe, the people who were burned as witches weren't witches and had no magic -- they were usually unpopular people the community wanted an excuse to kill off anyway, and it was very, very easy to tie them up, make them stay put, set them on fire, and then pat yourself on the back afterwards and say "Sure, we were right doing it, because she was evil. I never liked her anyway; it's sure a good thing she's gone -- I call dibs on her house!"

Anyone who tries that with a Celestial Exalt is liable to get laughed off if they're lucky, or severely beaten, killed, and/or brainwashed if they're not.

People in Creation have spent the last 1,500 or so years developing coping strategies for living in a world full of supernatural beings who can kick their asses. "Burn the witch!" is not a successful coping strategy.

So, basics:

Generally speaking, any given area in Creation has some sort of head occult honcho -- someone who collects the prayers and offerings, and in return, protects the local populace from supernatural threats. In a lot of places, this is either a local god and its servitors (lesser gods and/or a cult with priests) or a temple of Immaculate monks with spirit-beating kung-fu. Sometimes it's an elemental or group of elementals, an ancestor spirit, a sept of beastmen, or a local God-Blooded hero or Terrestrial family or someone with a cache of First Age weapons, or, rarely, even a raksha freehold. This is pretty much the case everywhere, Scavenger Lands or no.

For most people in Creation, their reaction to seeing a glowy magic will go like this:

1) Immediately, try not to piss off the guy who can kill them without blinking. Whether this means performing elaborate honorific ceremonies in an attempt to placate the threat, or whether it just means quietly pretending you didn't notice, or anything else, will vary person-to-person and culture-to-culture. But for a good example, watch the beginning of Princess Mononoke, where the big demon-boar dies and the village is immediately all "We bow before you and will see you get an honorable burial." They don't have to like the big evil demon-boar to know that they're better off if its ghost isn't pissed at them.

2) At the first opportunity, try to contact the local head occult honcho somehow, to inform him that some glowy guy is trying to move in on his turf.

Remember, also, that Anathema are these horrible legendary monsters from the beginning of time. Nobody ever expects to meet one. On the other hand, people in Creation can reasonably expect to meet a god or elemental or whatever once in their life, or more often in more cosmopolitan areas. So if you pull out supernatural mojo, first thing they're gonna shout is "God!" not "Demon!" And try to figure out whether their regular god can beat you, or whether you can beat their regular god, in which case they might just back you in the hope of currying favor with the winner. Unless, of course, they're in close proximity to an Immaculate temple, in which case they've probably been taught from a young age what Solar and Lunar caste mark looks like.

Why You Are Safer, as a Solar, In The Scavenger Lands:

1) There's probably no temple of Immaculate monks nearby, so people probably aren't going to immediately know what your caste mark means.

2) There's probably no temple of Immaculate monks nearby, so no Immaculate monk is going to show up, realize your caste mark means you're a Solar, and call for a Goddamn Wyld hunt.

3) People are slightly more likely to be skeptical of Immaculate teachings, because the River Province is full of people who like to think they know better than the Realm, so if you come across as a swell guy, they may be slightly less likely to hate and fear you on principle. Slightly less, because they're still aware that you can kill them without blinking, and nobody likes to be reminded of how vulnerable he is.

Otherwise, Solars are no safer in the Scavenger Lands than anywhere else.
