In order to acquire a custom artifact, hearthstone, charm, or spell (henceforth referred to as 'crunch') through research, adventure, or discovery, you first have to get it approved in general.  In order to do that, you post a description of it in the Q&A forum, along with your reasoning for why it's balanced at whatever rating it is.  At this point, Kukla, Sacheverell, the other ST's, and any players who care to do so will offer constructive criticism as to how and why it should be approved or not be approved.

 

Kukla is generally concerned with maintaining thematic spark and consistency - it's hard to get a boring, utilitarian bit of crunch approved by him.

 

Sacheverell is generally concerned with maintaining mechanical balance - it's hard to get an over-powered or mechanically awkward bit of crunch approved by him.
